In England, the first police force was established in 1829 by Sir Robert Peel as the Metropolitan Police of London. The force occasionally employed undercover detectives, but there was much public anxiety that these powers were being used for the purpose of political repression. The 1845 official police orders required all undercover operations to be specifically authorized by the superintendent. History of New York State Troopers

There were a number of proposals for a State Police force during the early 1900s but its creation was considerable from union interests. In 1917 in response to a murder of a construction foreman Sam Howell in Westchester County in 1913. A bill for the creation of the New York State Police was passed and the New York State Police was officially established on April 11, 1917 by the New York State Legislature. The division's first superintendent was George Fletcher Chandler, he was responsible for most of the division's early development.
